Mandate

The Municipal Engineering Office is one of the mandatory offices created through Republic Act 7160 or the Local Government of Code of 1991 and its functions are outlined in Article 7, Section 477 of this Act. It is primarily created to provide engineering services including investigations and survey, engineering designs, feasibility studies, and project management.

This Engineering Office shall also act as the Local Building Office as stated on the same Local Government Code of 1991 and its enforcing guidelines as manifested in the Presidential Decree No. 1096 otherwise known as the National Building Code of the Philippines (NBCP) thereby revising Republic Act 6541.

The Municipal Engineering Office is the engineering arm of the Municipal Government of Taytay, Palawan and is tasked to advise the Municipal Mayor on infrastructure, public works, and other engineering matters. Its mandates are the following:

  1. Initiate, review and recommend changes in policies and objectives, plans and programs, techniques, procedures and practices in infrastructure development and public works in general of the local government unit concerned;
  2. Administer, coordinate, supervise, and control the construction, maintenance, improvement, and repair of roads, bridges, and other engineering and public works projects of the local government unit concerned;
  3. Provide engineering services to the local government unit concerned, including investigation and survey, engineering designs, feasibility studies, and project management;
  4. To avail updates and continuing professional education by attending seminars, workshops and conventions
  5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

Services

  • Advise the mayor on infrastructure, public works and other engineering matters;
  • Supervise and control the construction, maintenance, improvement and repair of roads, bridges, and public building projects of the municipality;
  • Implement policies, standards, guidelines and procedures in the planning and design of roads, bridges, flood control systems, buildings and other public works projects;
  • Conduct surveys and evaluate results for the planning and design of public works and roads projects within the area of responsibilities of the municipality;
  • Prepare/approve plans, program of work and design of public works and road projects within the municipality;
  • Conduct site inspection/verification during project implementation to monitor compliance with design standards and specification;
  • Conduct investigations of damaged Public works and roads structures/facilities;
  • Supervise corrective measures instituted on defects/deficiencies of contractors;
  • Evaluate, process and recommend approval of variation orders, time extension/suspension of projects implementation, and PERT/CPM schedule in accordance with approved level of authority;
  • Prepare program of work, detailed cost estimates for construction projects to be implemented in accordance with approved level of authority;
  • Assist barangay government in the implementation of their 20% Development funded projects by preparing plans and program of works;
  • Implementation of National Building Code Provisions.
