Mandate
The Municipal Budget Office (MBO) is created under Republic Act No. 7160 or the Local Government Code of 1991 to provide technical assistance primarily to the Local Chief Executive and various departments or offices of the local government unit and assist the Sanggunian concerned in reviewing the approved budget of its component barangays. The office is mandated to promote sound, efficient and effective management and utilization of government resources as in the achievement of socioeconomic and political development goals. It is primarily responsible for the initiation, integration, and submission of executive budget both annual and supplemental; technical assistance to barangay annual and supplemental budget preparation and assisting the local chief executive with regards to fiscal administration.
Services
The services provided by the office include the following:
- Evaluation and consolidation of budget proposals from all offices
- Preparation of Local Expenditure Program/Annual Budget
- Technical assistance to the Sangguniang Bayan in the authorization process of the budget that complies with statutory and administrative requirements
- Preparation of Supplemental Budget as need arises
- Preparation of Allotment Release Order
- Certification on the availability of appropriations as requisite for disbursement of funds
- Monitoring of expenditures on Statutory and Contractual Obligations
- Technical assistance to 31 barangays on their budget preparation thru the conduct of seminars/workshops/personalized coaching
- Preliminary technical assessment of barangay annual and supplemental budgets as requisite to Sangguniang Bayan review
